7. The Emigration Officer shall not give be Certificate until he shall have mustered the Passengers

and have ascertained by the best ofhis Power that they

signed by himself is appended to the said Certificate. If

any of the Passengers are in bad health of insufficiently frovided with Clothing or if the Contacts are unfair

or if there is Reason to suspect that "Grand or Violence

have been practised in their Collection or

Embarkation
